Abstract

The work presented contains a historical-logical approach to the development of research in Health Systems and Services in the Guantanamo territory (ISSS), as one of the moments of analysis of the decision-making process in order to promote integration Science-Health Processes. In order to help determine the priority of problems, ways, means, methods, procedures, and conditions for intervening in them and to resolve them sustainably, important ideas are analyzed to turn ISSS into an instrument for organizing knowledge and modifying behavior of decision makers to science and innovation, with the aim of transforming, with greater impact, health services. This conception develops a superior and more powerful application of the principle of the university much more integrated with life and aims to break with a relative isolation of a part of university professors with medical services and raise the research-innovative component and relevance of the role of the same.
