Abstract

It is presented a strategic plan based on the values shared by workers in the clinics of Guantánamo, elaborated from methodological purposes. Strategic planning is structured in three phases: situation analysis, prospective analysis and operational analysis. Methodological triangulation is performed on the current situation through a questionnaire, conducting focus groups and expert criteria in connection with the analysis of health status, determine the desired values, which were also structured as an essential part of this and, finally, the instrumental values as a synthesis of the above. At the same time, current values and negative values are compared with the environmental elements and include techniques for determining the desired and instrumental values.
